According to the NFL website, the rule – which was proposed by the Philadelphia Eagles – allows quarterbacks to choose from numbers 0-19; defensive backs 0-49; fullbacks, tight ends, halfbacks and wide receivers 0-49 and 80-89; linebackers 0-59 and 90-99.

Numbers 0 and 00
From 1973 to 2022, number 0 was also not issued. Prior to 1973, quarterback Johnny Clement, running back Johnny Olszewski, and safety Obert Logan all wore a single-0 jersey in the NFL. Author George Plimpton wore 0 during a brief preseason stint at quarterback for the Detroit Lions.
Who can wear single digits in the NFL?
Previously only quarterbacks, kickers and punters were allowed to wear single-digit jerseys. Now running backs, fullbacks, H-backs, wide receivers and tight ends can wear Nos. 1-49 and 80-89. Defensive backs can choose 1-49, linebackers 1-59 and 90-99, and defensive linemen 50-79 and 90-99.
All players - except offensive and defensive lineman - can wear the No. 0 moving forward. The suggestion was made by the Philadelphia Eagles.
